I am going to turn things over to start with her presentation, and. 17:44:21 Inform you some of the things you need to know to do this work. 17:44:29 Thank you. I'm here today with the health connector to go over some of the health insurance options for individuals and families. 17:44:47 And Carla is with me here today. She is a community specialist and my colleague, and she'll be here to answer the majority of your questions at the end. 17:44:57 Or you can also like said before. Just put them in the chat, and then we'll be going through them at the end. 17:45:08 So in our presentation today, we're gonna go over what the health connector is. 17:45:13 How to apply for the Health and Dental Insurance. 17:45:17 What's new in coverage for 24, and 25. 17:45:22 And how to save on your monthly premiums, and how you can get help applying for coverage or filling out the application if needed. 17:45:32 So what is the health connector? 17:45:36 So just a quick overview for those of you who are not familiar with the health connector. We are the State health insurance marketplace for individuals, families, and small businesses. 17:45:47 And we provide access to affordable health insurance. 17:45:51 Those who shop for coverage with the health connector are usually those who can't get insurance. 17:45:56 Through their job, their spouse's job. Or if you have a part time job like Uber or Lyft, or something along those lines that just does not provide health insurance to their employees. 17:46:09 And the focus of our presentation today will be. 17:46:12 Will be health insurance for individuals and families. But I did want to mention that we also have dental insurance that you can buy separately, and we also provide health insurance for small businesses with 50 employees or less. 17:46:31 So when you shop through the health connector, you can be assured that all plans meet State and Federal standards of coverage. 17:46:39 When applying for insurance through the health connector, you'll choose from a variety of plans based on the area where you live. 17:46:46 And because the health connector is the. 17:46:49 Marketplace. We have benefits and programs that can help to reduce. 17:46:53 Your monthly premiums, and just for clarification. When I say premiums, it's just your monthly pre payment. 17:47:01 So we have advanced premium tax credits which I'll go over in more detail in a later slide. And we also have our connector care plans that are unique to Massachusetts. 17:47:14 And it's based on individual and families incomes. So those who are eligible for connector Care plan may not qualify for low or no cost. Health insurance. 17:47:24 And again we'll talk about that a little bit more in 17:47:29 In the presentation. 17:47:32 So we are currently in what we call our closed enrollment period, which runs from January 4th to October 31.st 17:47:42 Which means that to enroll in a plan with the health connector you must have a qualifying life event that will open a special enrollment period for you. 17:47:53 But the good news is that we also have an open enrollment period that's coming up very soon. On November first.st 17:48:04 So like, I said before, you have to have a qualifying life event that opens up a special enrollment period. And what a special enrollment period is. 17:48:12 Is 17:48:14 Some change in your life that will make it. 17:48:17 So that you are able to enroll in a plan. 17:48:20 So qualifying events that open up a special enrollment period for individuals and families. 17:48:25 Could be anything from getting married, having a baby. 17:48:30 A change in your income, a change in immigration, status. 17:48:35 Losing your job. 17:48:36 Or losing your job that had. 17:48:39 That previously had, and help you had help insurance with. 17:48:43 And it's important to note that you're qualifying should be reported within 30 days, and individuals has 60 days. 17:48:51 To select a new healthcare plan. 17:48:57 Okay, so how do you apply for health and dental insurance with the healthcare. 17:49:02 So here we have our homepage, where you can use one application to apply for health coverage through the health connector or mass health cause. We are 2 separate entities. 17:49:13 The application is available in Spanish and in Portuguese, as well as if that is your preferred language. 17:49:20 So when I say one application. What I mean is that. 17:49:24 You do not have to know which you are applying for, whether it is mass health or the health connector. You enter your personal information into the application, and the application will determine which one you are eligible for. 17:49:38 In that moment, right in that moment. 17:49:42 So there are a few qualifications. You must meet in order to. 17:49:48 Had to be qualified for insurance through the health connector. So you must live in Massachusetts. 17:49:54 You must be a Us. Citizen, or be lawfully present in the Us. 17:49:59 You cannot have or be offered health insurance through your employer. 17:50:03 And you cannot have public health coverage like mass help or Medicare. 17:50:10 And when you are paying for coverage, you'll need the following information, just have these things available to you while you're filling out your application. So your social security number for everyone who is applying, including the children. 17:50:22 Or spouses, if you are applying for them. 17:50:26 Your immigration documents. If that applies any income, including copies of your pay stub net income for those who are self employed, and monetary determination. If you are someone who is receiving unemployment. 17:50:41 And if you don't have all this information at the time that you are filling out the application, that's all right. Just provide us with the information that you do have. 17:50:49 And then the health connector or mass health will follow up with you and request more information if needed. 17:50:58 So here 17:51:01 A list of things that should be. 17:51:04 Should be reported as income. We get this question. 17:51:08 A lot. So I just wanted to put this on the screen, and I'll leave it there for a while. So. 17:51:12 One of the questions that we got a lot is. 17:51:14 What should I consider income cause? The income does determine what, whether you are eligible for mass health or the health connector, and it also does. 17:51:22 Decide how much subsidies, if any subsidies you will receive. So people have a lot of questions about this. 17:51:33 Okay? And additionally, just a little bit more on this slide. It's important to keep your income and application up to date to make sure that you get the right amount of help. 17:51:42 Paying for coverage, and lower the risk of owing money to the Irs. At the end of the year, when you are filing your taxes. 17:51:49 So you can log in at any time and update your income. Not just not just at the time of completing your application. So I know. With a lot of uber and lyft drivers. Your income does fluctuate month to month. 17:52:01 And that could affect your health insurance, and how much you are paying for your health insurance. So just know that. 17:52:07 You can go into your application at any time and update that update that information. 17:52:14 Okay, so let's talk about. 17:52:16 The health connector in 2,020. 17:52:19 So in 2024 the health connector expanded eligibility for the connector care plans as part of a pilot program, and the connector program which combines federal and State subsidies. 17:52:32 When I provide lower premiums, co-pays, and no deductibles to more Massachusetts. 17:52:39 In 2,024 and 25. 17:52:42 And even if you aren't eligible. 17:52:47 Switch over. Yep. Sorry. Even if you aren't eligible for a connector plan, you can still qualify for advanced premium tax credits. 17:52:56 And this will also help you to lower your premiums. 17:53:01 With the help, with any help, Connector Plan. 17:53:09 Okay. So, as previously mentioned, whether you are eligible for tax credits or a connector plan, you have a chance to save on your me on your monthly premiums. 17:53:19 So with the advanced premium tax credits, the Irs will send the credits directly to the insurance company, so you'll pay less for your insurance. 17:53:29 And you can always decide how much of those tax credits you choose to apply towards your monthly premium. 17:53:36 So if you know that you're. 17:53:38 Income fluctuates. That might be a good choice for you. 17:53:42 With the Connector Care program. Your monthly premiums are lowered, using both Federal and State funds. 17:53:48 If you are eligible for this program. These plans have low monthly premiums, low out of pocket cost, and no deductibles. 17:53:57 So when you qualify for a connector. 17:54:00 A plan with the connector program, you will be able to select a plan type which is based on your income and family size, and this will determine how much you pay for your monthly premiums, so you can pay anywhere between 0 and $264 per month. When you are in one of the connector plans. 17:54:30 So also new. For 2024. I mentioned that the connector program was expanded. 17:54:37 As part of a pilot. This expansion also included offering more plans in this connector program. So all the healthcare carriers or health insurance companies. 17:54:49 Who offer plans with the health connector will now also provide plans. 17:54:54 In the Connector Care program as well. 17:54:57 And that would take effect on January 1, st 2,024. So that is available now, and it'll continue to be available. 17:55:04 Through 2025. 17:55:11 So what does this mean for Massachusetts? So, very generously speaking, that means that in 2,024, and in 2,025 individuals and families with higher incomes. 17:55:23 Will now be eligible for the connector. Care plans. 17:55:27 So, for example, in the past. 17:55:30 An individual person who. 17:55:33 Has been the income limit for an individual has been increased from 43,470 to 72,900 for 24. 17:55:44 And now a family of 4, that increase. 17:55:48 That limit has been increased from 90 k. To 150 k. 17:55:56 So, as I previously mentioned. If you qualify for a connector plan, you will need to select well, you will be put into a plan type that is based on your income, the dollar amount that you're seeing on this screen. 17:56:10 We'll determine how much, how much the minimum payment would be for that plan. So, for example, the lowest cost plan and plan type to a. 17:56:20 Could be as low as $0. 17:56:24 While the lowest cost plan, if you are put into a 3 b plan, would be $147. 17:56:29 Now this is not to say that this is like. 17:56:32 The only option in these plan types cause you that is just the lowest. 17:56:36 Cost plan in that category. 17:56:39 So you can choose to have a higher plan that might have a bigger network. 17:56:52 So I want to quickly go over some tools that we have available on our website to help compare your options. 17:57:00 For health insurance, and how to save. 17:57:05 So some of the factors that you should consider when shopping for health insurance. 17:57:12 There are premiums, which is the amount you pay monthly for your health insurance. 17:57:17 There are covered benefits which are the services that the health insurance companies agree to pay for when you enroll in their health plan. 17:57:26 And depending on the service and the carrier, you might be responsible for paying a portion of that service. That portion that you're responsible for paying. 17:57:37 Will be your out of pocket cost. 17:57:40 And lastly, is the network that someone chooses to enroll with. 17:57:45 Which includes your doctors, your specialists, and the hospitals where you get your services. 17:57:50 And this will vary, depending on the carrier that you select, and also that plan type that we talked about in the previous slide. 17:58:02 So to help new and returning health Connector members. We have a few great tools that will help you compare and select a health insurance plan. 17:58:11 So our most notable tools are, get an estimate tool, and our plan comparison, tool. 17:58:19 That are available to everyone outside of their individual applications, meaning that you don't have to sign in to your actual application. 17:58:28 To have access to them. So these tools allow you to see what plans are available in your in your area where you live and give you an estimate of what your savings might be. 17:58:39 And I say might, because it isn't accurate, because it does not have all your personal information. Yet these are tools that can be used outside of your application. 17:58:49 And then we have the plan comparison tool, which helps. 17:58:53 You find providers and facilities covered. 17:58:57 By the specific plans. 17:58:59 The Planfinder tool works very similar to the get an estimate tool and the plan comparison tool. But it is more precise, since it is based. 17:59:08 Off the information that you have provided in your individual application. Once you have logged into your account. 17:59:17 So once you used all these tools and you've done your research. I just want to remind you that enrollment is not complete until you make that first.st 17:59:26 Premium payments. So you can go through the whole application. Compare Plan. Select the plan and everything. But until you make that 1st premium. 17:59:36 Your insure. Nothing is finalized. Basically. 17:59:39 So if you choose to enroll in the health a health connector plan, you must make your premium. 17:59:44 By the 23rd of the month. 17:59:47 Before, in order to get coverage. 17:59:49 That starts on the 1st of the following month. 17:59:53 So, for example, if you. 17:59:55 If you are someone who wants coverage. Starting on October 1st of this year, you would need to shop. 18:00:03 Select a plan and make that 1st premium by the 23rd of this month. By September 23, rd you would have to make that payment in order to be covered on October first.st 18:00:18 And this is just an example of what your monthly bill will look like. It'll break down your monthly premium. 18:00:25 Show the advanced premium tax you can apply you can apply. If you are eligible for that. If you are eligible for Connector Plan. It will also be on there as well. 18:00:37 And I just want to mention that monthly premium payments can be made one of 3 ways. 18:00:43 Online through the payment center. 18:00:45 You would have to use a checking or savings account, since we do not accept credit cards, and you can also pay by mail or over the phone. 18:00:59 So I know I threw a lot of information at you guys. So I just want to provide you with some resources that you are accessible in person, and more, one on one. 18:01:11 So if you need assistance with the application process, we have resources available to residents free of cost. 18:01:18 You can receive help with your application through customer service. 18:01:23 Or one of our community partner organizations. 18:01:28 Our customer service is probably the best way to reach us, and the fastest way, and that number is 1, 8, 7. 18:01:34 6, 2, 3, 6, 7. 18:01:38 6, 5. And we also have on our website a list of community events happening around the Massachusetts area where you could find in person. 18:01:48 Help as well. 18:01:53 Okay. So we also have. 18:01:57 Our community partners, sorry. 18:02:02 So we also have our community partners. 18:02:06 Which are the certified application as well as our navigators, our navigators, and our tax speak multiple languages, and they speak the languages of the people in their communities, and they are really the experts in all things. You can go into any of the walk-in sorry community health centers where they're located and make an appointment that way, as well. 18:02:35 And I also just want to point out if you don't know where the closest person is, you can also go onto our website. 18:02:42 And there is a tool on there that can. You can put in your Zip code and it'll tell you where the nearest or navigator organization is. 18:02:52 And I think that is the end of our presentation. And at 1 point I think my medical got so out of control that I got like a secondary insurance so like I don't know if it tells, or plan of some sort. 18:03:35 And I'm kinda running into the same issue today with my treatment. 18:03:40 Where I have health insurance, but. 18:03:42 My medications and my weekly treatment. 18:03:46 More than my rent. 18:03:48 Per month, which is pretty. 18:03:50 But I didn't know if there was like. 18:03:53 A way that somebody can get secondary insurance. 18:03:57 One of these programs. 18:03:59 Or services. 18:04:02 And if so, like, what are those guidelines like. 18:04:04 You have to meet like a certain like benchmark when it comes to like. 18:04:08 The amount like, I just say, like $10,000 out of pocket for a surgery. 18:04:15 Now, are you paying these out of pockets? Because it's part of your deductible. 18:04:20 My deductible. 18:04:20 Are you talking about plans with deductibles? 18:04:23 So my my deductible is like 2,000. 18:04:27 And we passed that. 18:04:29 Just the medication. So. 18:04:32 Technical. I'll give you an example. I go from fusions once a week for 2 h. 18:04:36 Just to walk in the building is like $45. The medication that they administer there is like another $65 on top of the monthly medications that go along with it. 18:04:45 And that's just one of the ailments. 18:04:48 So like you add those weekly expenses on top of like. 18:04:53 And Taylor $75, the epipen, the. 18:05:00 I. 18:04:57 Insulin, like all those things, and I pay Coppase, but every single thing. 18:05:03 And that one appointment that I have again, for, like my infusion. 18:05:06 To walk in the office and adopt a co-pay. 18:05:09 And then you have to go across the rooms to the lab. So you pay a Co. Pay at the lab, and then you leave the lab to go to another floor. 18:05:15 And then you pay a full pay as the infusion, because technically, it's 3 separate appointments. 18:05:22 Right? So I mean. 18:05:25 Everything through the health connector, or even applying for myself as a secondary. It's gonna be income base. 18:05:33 So I mean you could always apply. 18:05:37 With your information, your income. Now. 18:05:40 Having a ready insurance through work. 18:05:45 And applying for the health connector. You're only gonna qualify if your work insurance, if the cost of the work insurance is 9 12. 18:05:59 Of your income, and if that's the lowest cost plan with the health. So that's the only time. 18:06:05 You would qualify for a health connector. 18:06:08 So if you feel like the plan at work is over 9 12 of your household income, then I would say, Yes, go ahead and apply for the health connector. 18:06:19 Because you might have 18:06:22 A better option like with a connector plan. Those plans don't have deductibles. They have the lowest cost premiums and the lowest co-pays. So that's what would have to do. But. 18:06:34 You could always apply. See someone bring in your information, they'll do the application. The application is already programmed in a way. 18:06:44 That once we input your work. 18:06:47 Insurance information, it will determine if, yes or no. For people who are are in the gig. Economy 18:09:58 They 18:10:02 Some people are able to do it so that they just file their taxes once a year, and that's be that's used as their as their income level and other people because they do it year to year. And it's the same, not necessarily the same income, but the same various sources of gig economy. Other people I have told me they need to do things like every month. They need to file a new number. 18:10:26 For how much they earn the last month. Can you elucidate that a little bit more. 18:10:34 So they they're filing every month. Their taxes. 18:10:38 No, they're filing with the mass connector that this is what they earned last month. 18:10:41 Okay. So you talk about the update of the income. 18:10:45 Yeah. 18:10:45 Yeah. Because so usually, when you're like self employed is a lot different than when you're employed, and you're getting paid, and your W. 2 at the end of the year. 18:10:55 So on, self employed. We look at the net income. 18:11:00 Versus. If you are working with A. W. 2, we're looking at your gross income. So self employee, we look for the taxes. Usually your last year's taxes. 18:11:11 We'll look at your schedule, see how much was your net, and if you are paying any deductible. 18:11:17 I'm sorry any self employment tax. 18:11:22 If someone doesn't file. 18:11:24 I mean, you're not gonna file your income tax every month. What you can do is you can create what we call a profit loss. 18:11:32 So basically create a spreadsheet where you break it down monthly. 18:11:37 What your gross was minus.
